Pennsylvania and Gonzaga: a doctorate from home, NP study after a move
Gonzaga keeps its FNP and PMHNP master's tracks for residents of ten western states, so Pennsylvania nurses look instead at the online Post-Master's DNP. Its practicum hours feed a project at a Pennsylvania organization you propose, and Gonzaga confirms whether your address qualifies before you apply.

Gonzaga's disclosure table shows "Meets" for Pennsylvania on the NP master's. Entry to the NP tracks still depends on where you live, and the state authorization page sets out how the two lists differ.
Doctoral project hours close to home
Gonzaga's Post-Master's DNP serves master's-prepared APRNs and nurse leaders, and the whole program, immersions included, is delivered online. In NURS 700 you choose a local problem worth solving and the organization that will host the work, and the practicum courses then carry the project from proposal to implementation with an agency liaison. Your MSN hours count toward 1,000; the doctorate itself must supply 340 or more.
Gonzaga's sources give different credit totals, anywhere between 28 and 34, and the catalog lists a business-focused System Management concentration for Fall 2027. The DNP program page gives start terms, and the liaison guide explains who can support your project.
Section 21.118 and the board's pending education rules
A search of Pennsylvania's board rules and web guidance turns up no step that schools from other states must clear before their students begin clinicals here; its Distance Education Application is meant for programs the board has already approved. Graduate students rely instead on 49 Pa. Code § 21.118. Under it, a nurse holding an RN license from a different U.S. jurisdiction, or from Canada, who is studying in an accredited BSN or graduate nursing program may practice wherever the program's clinical work calls for, with no Pennsylvania license, provided the only compensation is a stipend, scholarship or program award.
Anyone who wants paid RN work in Pennsylvania while enrolled needs a Pennsylvania license by endorsement, plus a temporary practice permit. The board's wide-ranging update of its nursing education rules was delivered in final form on September 8, 2026, and the state's regulatory review commission set a public meeting for October 15, 2026. In that final annex, § 21.118 survives with little change.
A new compact state with collaborative NP practice
Since July 7, 2025, the Nurse Licensure Compact has been fully in force in Pennsylvania, which lets RNs and LPNs holding an active multistate license from another member state work here. Pennsylvania has not passed the APRN Compact. In AANP's terms the state is reduced practice: an NP needs a written physician agreement for the length of a career, and prescribing requires collaborative agreements with two or more physicians.
Philadelphia, Pittsburgh, the Lehigh Valley and Harrisburg
The Philadelphia metro counts about 4.2 million people on the Pennsylvania side and Pittsburgh about 2.4 million, with Allentown-Bethlehem-Easton and Harrisburg-Carlisle well behind. Geisinger, Penn State Health, Jefferson Health, UPMC and Penn Medicine are among the state's largest systems, and the Pennsylvania Department of Health suits statewide projects. None is presented as a Gonzaga partner; each weighs hosting requests on its own terms.
Before you move west
A relocation changes the options. With a home address inside the ten, you can apply to either NP track and do your practicums in person under that state's license. Washington, Idaho, Oregon and Montana residents receive faculty visits at their clinical sites, while students in the remaining six add a Spokane day for each practicum course. Current students should talk to their program first, as Gonzaga warns that moving can affect licensure eligibility; the license guide covers the rest.

Questions Gonzaga students ask
Can I take Gonzaga's online PMHNP track from Pittsburgh?
Not while Pennsylvania is home. Gonzaga opens the PMHNP and FNP tracks, and the Second MSN, only to people living in one of ten western states. Pennsylvania's "Meets" line on Gonzaga's disclosure table leaves that rule in place. A nurse who relocates first would apply from the new state.
Do I need a Pennsylvania license for clinical work in a graduate program?
Not necessarily. Pennsylvania's graduate-student provision, § 21.118, covers nurses licensed elsewhere in the U.S. or in Canada who are enrolled in an accredited graduate program: they may do the program's required clinical work without a Pennsylvania license if unpaid beyond stipends or awards. Ask Gonzaga how that fits a DNP project in Pennsylvania.
Will Pennsylvania's new education rules change anything for me?
Probably not much, judging by the final text. The board's education-program rulemaking was delivered in final form in September 2026 and goes before the review commission on October 15, 2026. Its annex carries the graduate-student clinical provision forward largely unchanged, so the position for students licensed elsewhere looks stable. Watch the board's site for the outcome.
Is the DNP practicum direct patient care?
No. Gonzaga's DNP FAQ describes the practice hours as indirect care completed as part of your DNP project. The hours go into planning and carrying out the project at your host organization, with a liaison's support, rather than into seeing patients. Progression through the practicum courses also requires grades of B or better.
